Pier hours: posted vs. what actually happens
The recurring question isn't the posted hours, it's whether anyone clears the pier at closing. Here's what's documented by each city and what's just what people report.
Huntington Beach Pier
Beach curfew: 10 p.m. – 5 a.m., strictly enforced citywide, which covers the pier area. General parking meters run 6 a.m.–midnight; the visitor-facing pier area is generally described as open 5 a.m.–midnight.

Enforcement: documented. The city states the curfew is "strictly enforced." What that means minute-to-minute on any given night isn't published. That part is anecdote, not policy.
Seal Beach Pier
No standing hours published on the city's website. The only posted schedule we found was a temporary closure notice for pier maintenance/demolition work, not a permanent open/close time. Posted rules cover conduct (no jumping or diving, no smoking) and give the on-duty lifeguard discretion to restrict fishing for safety.

Fishing license
You don't need one on either pier. California exempts public ocean piers from the license requirement, as long as the pier is publicly owned and open to the public for angling; both HB and Seal Beach piers qualify. Bag limits, size limits, and a two-rod-per-person cap still apply.

Do you need a fishing license on the pier?
No. California exempts public ocean piers from the fishing license requirement (California Code of Regulations Title 14, Section 1.88) as long as the pier is publicly owned, connected to the mainland, and open to the public for angling. Both the HB and Seal Beach piers qualify. Size limits, bag limits, and gear rules (two rods/lines max per person) still apply.
